Implementing provider obligations
Video: Monthly reporting of regulated restrictive practices
The portal user guide for monthly reporting of restrictive practices has been updated. This video will explain the key changes and provide a brief overview of the monthly reporting process.
Firstly the ‘RP Record (no BSP) function should no longer be used. This option will be removed from the NDIS Commission portal shortly.
Monthly reporting should only be completed by an Implementing Provider on a lodged Behaviour support plan. An Implementing Provider should contact the Behaviour Support Practitioner if the plan has not been lodged on the NDIS Commission portal.
It is the role of the Implementing Provider to obtain authorisation for any regulated restrictive practice from the relevant state or territory body. When authorisation has been obtained, evidence of authorisation must be uploaded to the portal under the schedule of restrictive practices tab.
The ‘Have authorisation and consent been received?’ section under the schedule of restricted practices should only be changed to ‘Yes’ once the evidence of authorisation has been uploaded. Note that the ‘Authorisation and consent received from’ box should show ‘Authorising body’ rather than ‘Guardian’ in all jurisdictions except for Queensland.
When all the details have been reviewed against the Behaviour support plan and authorisation has been attached, activate the plan through the ‘Implementing providers’ section and click ‘Activate’. The Behaviour support plan status will change to ‘Active’, or if there is more than one implementing provider to ‘Partially active’.
Remember monthly reporting can only be completed when the plan on the NDIS Commission portal has a status of active or partially active. Monthly reporting must be completed for all regulated restrictive practices in the Behaviour support plan, including if they are not used.
After all reports are entered, select the ‘Authorised reporting officer’ tab, click the ‘Submit reports’ button to complete the reporting process.
The report should be submitted to the NDIS Commission within five business days from the end of the reporting month, and monthly reporting should only be completed via the portal. If there was a change in the way a routine restrictive practice was used, select ‘Report variation’. A provider should report a variation where there has been:
- a change in medication dosage or frequency and the restrictive practice does not need to be reauthorised, or
- or where a participant's medication has changed due to the prescribing doctor trialling different dosages or medications leading to multiple variations to medications over a specified period, or
- where the restrictive practice changes from routine to PRN and reauthorisation is not required.
For a PRN practice, each use of the practice must be reported.
The use of unauthorised regulated restrictive practices should be submitted as a reportable incident within 5 days of the incident occurring.
